Dear Parents:
As we prepare
for the 2009-2010 school year, it is
exciting to see our continued growth since the beginning of my tenure as
Bluegrass Middle School’s Principal. Based on test results and our school
needs, a foundation of success is being established and maintained. Through the
continued commitment of parents, students, faculty and staff, Bluegrass Middle
School will continue to make steady gains in all areas.
Deliberate
communication, implementation of research based strategies, and character
building models of discipline provide a safe and academically sound foundation
for your child. We look forward to working with you throughout the school year
and anticipate a positive experience.
As you read
through the handbook, please help your child understand the importance of
following our school rules for a safe, orderly, and academically productive
school year. Bluegrass Middle School follows the board policies of Hardin
County Schools.
In closing, we
encourage your involvement in any way you feel most comfortable. Although your child
is developing independence, it is important to stay involved with the academic
performance, relationships, and extracurricular involvement of your child. Bluegrass Middle School is an excellent
choice for your child’s middle school educational experience, and we welcome
you.
Respectfully,
Brenda

School Closings
and Resulting Cancellation of Activities
In
the event of inclement weather, the district wide OneCall System will be
utilized to call home as deemed necessary by the superintendent regarding
school closings, early dismissals, delayed schedules or any other emergency
situation. School cancellation will also
be announced as soon as possible on the local and Louisville radio stations.
School-related extra curricular activities such as ballgames, may or may not be
held depending on the weather at the time the activity is scheduled. Any
student whose parents feel that travel is unsafe during inclement weather, will
not be penalized for not attending extra curricular activities. Parents and
students should be aware that early dismissal due to changing weather
conditions is always a possibility and should plan accordingly.

Dress Code
According
to Hardin County School Policy 09.427, the wearing of any attire, cosmetics,
presentation of extraordinary personal appearance, or any unsanitary body
conditions which in the judgment of the Principal or Principal Designee
significantly disrupts school work, interrupts scholastic endeavors, or
threatens the health of other pupils is prohibited.
9
The
objective of this dress code is to provide an appropriate educational
environment while allowing students to dress comfortably within limits to
facilitate learning. Students’ attire can have a positive or negative effect on
the learning process, contribute to students’ success, and generate a safe and
positive learning environment. We expect students to maintain the type of
appearance that is not distracting to students, teachers, or the educational
process of the school. Parents and children are equally responsible for the
appearance of the child. There is appropriate and inappropriate attire for all
of life’s activities. Keeping this in mind, please help your student adhere to
these guidelines.

(two) days, the work can be made-up after returning to school as instructed by
teachers.

For every day the student misses, he/she will receive the same amount of days
to complete the make-up work.
4.
The counting of days for make-up work shall start the 2nd (second) day after
the student has returned to school following the period of absence.
Bluegrass
Middle School is set up by grade level teams. Grade level teams will work in
collaboration to determine the homework policy for their grade level. The grade
level teams must be consistent in their approach and consequences to homework
assignments. Homework must not be used
as a punishment. It is to be done as a review of already learned material or
preparation for assessment. Consideration by the team is to be given to the
length of the assignment and other assignments/assessments planned on the
student’s team during that time frame. Flexibility in Bluegrass Middle
School’s Homework Policy will allow for professional decision making by the
grade level teachers based upon student needs and abilities.
Detention will be held Tuesday through Friday from 3:00-4:00 in the room of the detention teacher.
The
teacher may assign students with missing homework or assignments AFTER
s/he has made parent contact.
12
After two teacher contacts have been made, documented and confirmed by a parent, students who do not take advantage of the opportunities offered by the school to complete assignments through detention and/or Saturday school will receive a 0% for the assignment.
Confirmation
of receipt may mean a returned response through email by the parent, a note
signed by the parent, a phone contact speaking directly with parent or other
adult in the home, or a conference with the parent.
The assigning teacher is to work with the team to make every effort to have homework from other teachers for that detention if applicable.
Detention may be assigned for additional days if work is not completed.
Late assignments/homework will receive a reduction of 10 points each day the
assignment/homework is late prior to the formal grading of the assignment.
Saturday
School may be assigned if detention is not served. Suspension will be the last
resort if detention or Saturday School is not attended.
The
Detention Teacher will turn all work into administration the day following
detention. Administration will return the work to assigning teacher.
Physical
Education Requirements
Students
are required to participate quarterly in a planned program. Appropriate gym clothing and sneakers in
physical education class are a must for participating. Locks are issued to
students for valuables to be locked during scheduled class. Each grade level
has an in-depth research unit to prepare a report which is sent to the language
arts teacher for a writing sample from the content area. Various methods of assessment will be used
including video, audio, and written testing.

(two) weeks of ineligibility. If at the end of the 2 (two) calendar week period
the ineligible student has a passing grade for the school year in the
subject(s) in which he/she was failing, extracurricular activities
participation may resume. However, if the student has not obtained a “C”
average overall for the school year, he/she will remain ineligible on a weekly
basis until a passing grade for the school year is achieved.

not be allowed to travel or be in uniform for
any extracurricular activity.
4.
In addition, any student who participates in extracurricular activities is

period teacher within one week of receipt. Parents who have concerns about
their child’s grades or who would just like to touch base with teachers should

(704 KAR 4:020) dated within 1 year prior to initial admission to school. If the exam is not on the Preventive Health
Care Form required by Hardin County Schools, the physical exam must be
transferred to the Preventive Health Care Form . If a student is enrolling from another
Kentucky school, a preventive health care exam (Physical) dated within 1 year
must be in the transferring records from the previous school or a new exam must
be completed and presented on the Preventive Health Care Form within 30
(thirty) days of enrollment.
School Insurance
A
school accident basic plan of insurance is available for $8.00 per student. All
students are urged to subscribe to the student accident insurance program.
Neither the Hardin County Board of Education nor the schools are liable for
accidents that occur during the school day; therefore, the parent must be
responsible for the cost of damage or medical expenses. A 24-hour protection
plan with dental benefits is available for $49.00. The entire sum goes to
Scholastic Insurers, Inc.
Injuries/Illnesses
It
is important that we have a phone number on file to reach parents/guardians
plus an emergency phone number in case we need an alternative means to contact
the parent/guardian. If you have an unlisted number, that number will be kept
confidential.
Students who use prescribed medication(s)
during the school day MUST bring all
medication(s) and instructions to the office. A medication sheet must be filled
out and signed by the parent/guardian indicating the type and dose of
medication(s) prior to administering. Over the counter medication(s) needing to
be dispensed on an occasional or temporary basis must also be accompanied by a
medication sheet from the
parent/guardian indicating type and dosage prior to administering.
Students should only bring limited amounts of medication(s) needed for use.
Medication brought to the school office will be kept in a secured area. Only
authorized personnel will dispense medication(s).
16
Breakfast and
Lunch Programs
Breakfast
will be served on a daily basis at a cost of $1.25 per meal. Lunches are $2.00
and adult lunches are $2.90. Breakfast and lunch tickets may be purchased on a
weekly to monthly basis. Only those students eating breakfast and/or paying
charges will be allowed in the cafeteria each morning.
The
school lunch program is maintained as a vital part of the health program of the
school. Each student is provided with a lunch period each day. We ask that
students do not bring glass containers to the lunch area. Students who bring their
lunch will be allowed to purchase milk in the lunchroom.
Students
may charge only a limited number of times for breakfast or lunch. All requests
for charges or lunch tickets must be made to the lunchroom manager, Ms.
Goodman, before school. A student who charges a lunch or breakfast should pay
the charge before seeking any additional charges. Due to the time involved with collecting
outstanding charges, students may not charge for breakfast or lunch the last two
weeks of the school year.
Your
personal check is welcome at our school to pay fees and purchase student
items. CHECKS CANNOT BE CASHED AT THE
SCHOOL. In the unlikely event your check
is returned unpaid, you understand and agree that your check may be
electronically redeposited or if necessary, redeposited by paper draft. You understand and agree that we may collect
a returned check processing charge of $25.00 by the same means and as allowed
by state law. If you have any questions
regarding our check acceptance policy, please call (270) 769 – 8800.
Private
Transportation and Non-Transported Students
All
parents who transport their children are to unload and pick them up in the
front of the building. Students who walk or come to school by private
transportation should not arrive at school before 7:30 AM. Doors will be locked
until 7:30AM. Students may wait in the
car under guardian supervision prior to 7:30AM.
Students arriving between 7:30AM and 7:40 AM must report to the
gym. After 7:40AM, students report to
first period or cafeteria, if they are eating breakfast. This privilege may be
revoked for non-compliance. THE

Kentucky Missing
School Children Program
Bluegrass
Middle School, through the Kentucky State Department of Education, has
developed the Kentucky Missing School Children Program. This program gives the
students and educators of every Kentucky school access to the names and
identifying data
of
missing Kentucky school children. Each month, a list of missing children is
mailed to every school in the state of Kentucky. If you have or know of a
missing child, please notify your school immediately.

EXTENDED
SCHOOL SERVICES
Extended School Services (ESS) is a unique
segment of the Kentucky Educational Reform Act (KERA) that provides special
funds to every Kentucky school district to provide instructional support
services for students who need additional time to achieve expected academic
goals. These services are provided at
separate times from the regular school day and beyond the minimum school year
term of 175 instructional days.
WHO
NEEDS ESS?
If your child is having difficulty with school
work or needs extended time to complete assignment, you can talk with his/her
teacher about ESS. The teacher can help you decide if ESS is needed and why.
The school district and each school describe major
instructional goals for the school’s ESS program. Students who exhibit the most severe needs
for these services are identified to be served first. Teachers will document specific areas and/or
skills in which the student needs assistance and a goal for improvement.
A notice is sent to parents to be signed for
permission (yes/no) for the student to attend sessions for assistance. The signed permission form is returned to the
school.
HOW
ARE THE STUDENTS REFERRED TO ESS?
In most cases, classroom teachers refer
students. Referrals may also be made by
other school staff, parents, or by the students themselves. Requests for placement in extended school
programs are given to the ESS building coordinator or school counselor, who
will then determine if the ESS offerings would be appropriate and helpful to
the student’s needs.
19
WHAT
SERVICES ARE OFFERED?
Classes are offered in identified core content
areas of greatest academic need as determined by district test results,
individual school results, and individual student classroom performance needs.
Bus transportation is available for students who
stay for after school ESS sessions.
WHEN
ARE SERVICES OFFERED?
After school services will operate during the
school week for approximately 1.5 hours of assistance immediately following
school dismissal for the day. Your
child’s school will have the specific schedule of dates.
HOW
CAN I GET MORE INFORMATION?
Contact the counselor or ESS coordinator at your
child’s school for more information.
Weekly Newsletter via Email
Each team will send a weekly newsletter
via email with expectations, long and short term assignments, school
activities, and content covered.
Individual Emails:
The technology of email makes it easy to communicate with parents. Teachers may communicate on individual student progress in this way.
School Wide Emails:
Often, collective emails may
be sent throughout the year with school wide events or concerns. If your email
address changes, please contact the school so we can change the address in our
data base in order to not miss out on important information.
Infinite Campus may be
accessed to check student grades. Access
codes are available through Ms. Sanders, our attendance clerk.
SBDM
The SBDM Council meets
during the third week of each month at
3:15pm in the school’s Media Center. The SBDM Council sets council policies
while the principal enforces policy. The
SBDM Council Meetings are open to the public and you may contact Ms. Troutt at
765-2658 to be put on the agenda to speak about school policies at any council
meeting. You may also contact any council representative to address concerns on
your behalf during council meetings.

(Hardin County
Crime Stoppers)
1-800-597-8123
The
safety of students is our first priority. The Hardin County School District has
formed a partnership with Hardin County Crime Stoppers to provide a student
safety telephone
line.
Students and others may now anonymously call Crime Stoppers at 1-800-597-8123
and
report school safety concerns. The caller's identity is strictly protected.
These reports will then be given to the proper school officials for
investigation. Those who provide information that leads to an arrest and
indictment will receive a monetary reward.

The Bluegrass Middle School
staff believes open lines of communication between parents and staff provides a
solid foundation on which to build a strong partnership. This united effort ensures
the most effective educational program for all students. Furthermore, it is
through close cooperation between school and home that a student's academic
success is nurtured and enhanced. Of all the adults who teach and care for
children, parents are the most important. The opportunities parents provide, as
well as the interactions they have with children, have the greatest potential
to influence children's learning and development. To ensure a strong parent
involvement partnership in the school and classroom, the staff will listen and
make every attempt to understand the parent's goals for their children. School
staff and parents have developed the following policy.
¨ During the first 9 weeks,
the Bluegrass Middle School Parent Involvement Policy and School Parent Compact
will be sent home to parents.
¨ At the beginning of the
school year, the staff will hold an open house for parents and students.
24
¨ Parents will be invited to
attend a Bluegrass Parent Advisory Council
Meeting offered throughout the school year.
¨ Parents will be invited to
attend other open houses, workshops, and events throughout the year.
¨ Parents and staff are
encouraged to communicate on a regular basis and to conference as need arises.
¨ Title 1 information will be
incorporated in the Bluegrass Middle School team newsletters as well as the
BGMS website. This communication will
provide ideas and/or suggestions for home reinforcement of skills and concepts
taught at school.
¨ Parents will receive timely
information about their child's test assessment results and have the
opportunity to have the results explained to them as needed.
¨ Parents are encouraged to
volunteer at Bluegrass Middle School. Many opportunities are available
including working with individuals in the classroom, working with a small
group, working at a special event, participating on a Site-Based Decision
Making Council Committee, Title 1 District Advisory Council, and other
volunteer opportunities.
¨ Parents will have the
opportunity to assist in planning, reviewing, and offering suggestions on
school programs, parent involvement, and other aspects of the Bluegrass Middle
School experience that will benefit our students.
Building a Partnership for Parent Involvement
¨ Providing assistance to
participating parents in understanding national, state, and local goals,
standards, and assessments, Title 1, and how to monitor their child's
performance as well as information on how parents can participate in the
education of their child.
¨ Educating all staff, with
the assistance of parents, on how to reach out, and communicate with, and work
with parents as partners.
¨ Ensuring to the extent
possible, information sent home is in a language and form parents can
understand.
¨ Training and supporting
parents to enhance involvement of other parents, where appropriate.
25
¨ Coordinating and
integrating, as appropriate, with our Youth Service Center, to provide programs
or services as needed for families.
Title 1 Parent
School Learning Compact
Shared
Responsibility for High Student Performance
Bluegrass
Middle School has jointly developed with parents, a parent- school learning
compact that describes:
¨ The school's responsibility
to provide a high quality curriculum and instruction in a supportive and
effective learning environment that will enable students to meet the state's
academic expectations;
¨ Ways in which each parent
will be responsible for supporting his/her child's learning;
¨ The ongoing communication
between parents and teachers through: newsletters, parent/teacher conferences,
progress reports to parents, and reasonable access to staff, observation of
classroom activities, and opportunities to volunteer and participate in their
child's class.
Effective
schools are a result of families and school staff working together to ensure
that children are successful in school. A learning compact is an agreement
among groups that firmly unites them. This is an invitation to be involved in a
partnership with your child’s school.
I want my child to achieve; therefore, I will encourage my child by doing the following:
¨ See that my child attends
school regularly and is on time.
¨ Support school staff in
maintaining proper discipline.
¨ Set aside a specific time
and place for homework and review it regularly.
¨ Encourage my child’s efforts
and be available for questions.
¨ Stay interested in and aware
of what my child is learning.
¨ Communicate with my child’s
teacher on a regular basis.
It is important that I work to the best of my
ability; therefore, I will strive to do the following:
26
¨ Attend school regularly.
¨ Be prepared for school each
day with completed assignments and supplies.
¨ Work cooperatively with my
classmates.
¨ Respect myself, my school,
and other people.
¨ Follow rules of student
conduct.
It
is important that students achieve; therefore, I will strive to do the
following as is feasible:
¨ Provide necessary assistance
to parents so that they can help with homework assignments.
¨ Encourage students and
parents by communicating regularly about student progress.
¨ Provide high quality
instruction in a supportive and non-threatening environment.
¨ Provide varied learning
opportunities for students to enable them to meet academic expectations.
¨ Hold expectations high for
all students, believing that all students can learn.
I
support this compact for parent involvement; I will strive to do the following:
¨ Provide an environment that
allows for positive communication between the teacher, parent, and the student.
¨ Encourage teachers to
regularly provide homework assignments that will reinforce classroom
instruction.
